An exam in Lumina is built from the question bank, not a new file every time. You schedule it and review answers from the academy admin.
Questions can be extracted from a PDF as proposals, and you import the ones you review into the bank. That does not publish an exam by itself. The path is described on the question bank and assistant pages.
